AN EMERGENCY ACT CONCERNING VEHICLE ACCESS AND RECOVERY ACT for the purpose of providing for redemption of a certain vehicle on posted private property and on public and private property; requiring proof of ownership or control of a vehicle; providing for indemnification; providing for prohibited conduct and penalty regarding impoundment; providing for notice to a family member or household member of a vehicle owner; providing for a certain emergency; and generally regarding vehicle access and recovery.

 

Background

This bill is an emergency bill that provides for the redemption of certain vehicles on posted private property and on public and private property.  It provides for the proof of ownership or control of a vehicle and authorizes a family member or household member of a vehicle owner to recover a towed vehicle and provides for indemnification.  It provides for prohibited conduct and penalties regarding impoundment. The County Council declares that a public emergency exists affecting the public health, safety, and welfare; said emergency being the increasing number of individuals in the County who have been detained by federal authorities resulting in the individual’s vehicle being left behind and subsequently towed.
