Background
In 2009 the General Assembly enacted HB 933/SB 835 (Chapter 698 of the 2009 Laws of Maryland), adding §21-507 (j) of the State Transportation Article to authorize the Prince George’s County Council, by resolution or ordinance, to enact a “permit program to allow a person to stand in a roadway, median divider, or intersection to solicit money or donations from the occupant of a vehicle” and established certain requirements of such a program. This resolution establishes a temporary Prince George’s County Roadside Charitable Solicitation Permit Program pursuant to State law until expiration under the State law on September 30, 2013.
