Title

AN ACT CONCERNING PREFERENCES FOR COUNTY-BASED SMALL BUSINESS, COUNTY-BASED BUSINESS, COUNTY-BASED MINORITY BUSINESS ENTERPRISE AND COUNTY-LOCATED BUSINESS FOR GOODS AND SERVICES AS APPLICABLE TO THE EXEMPTIONS OF SECTION 10A-108(A) for the purpose of allowing products, goods, and services that are subject to exemptions found in Section 10A-108(a) to be a part of open competition in the Prince George’s County’s procurement process.

 

Background

The current procurement process, which includes an exemption allowing contracts to be awarded through grants to non-local businesses, undermines fair competition and transparency while hindering positive relationships within the local business community. By removing this grant exemption, the proposed legislation not only ensures equal opportunities for local minority-owned businesses but also fosters a positive relationship within the local business community.  Transparency is crucial in procurement processes to build trust and accountability. By promoting fair competition and eliminating exceptions, this bill enhances transparency, thereby strengthening relationships between government entities and local businesses.

 

In essence, the legislation aims to create a level playing field for all businesses, fostering trust, transparency, and positive relationships within the business community while promoting economic growth and innovation for those entrepreneurs based right here in Prince George’s County.
