Title

AN ACT CONCERNING PRINCE GEORGE’S COUNTY - BUSINESS IMPROVEMENT DISTRICTS for the purpose of codifying the process by which districts within Prince George’s County may establish a Business Improvement District.

 

Background

The legislation is required as a companion to State of Maryland law effective October 1, 2023, which exempts the County from State BID law and instead aligns it with law that applies to Montgomery County.  The State law is enabling and requires the County to adopt a local law to accept BID application and enable the administration of BIDs which:

(a)                     Provide for the creation of business improvement districts within Prince George’s County; and

(a)                     Promote the general welfare of the residents, employers, employees, property owners, commercial tenants, consumers, and the general public within the geographic area of the business improvement districts.
