Title

AN ACT CONCERNING BETTER BAG BILL - REVISIONS for the purpose of establishing a maximum charge for certain paper and reusable carryout bags provided by a retail establishment, with certain exceptions; establishing a certain supplemental nutrition exception for a maximum charge for certain paper and reusable carryout bags provided by a retail establishment; establishing certain exceptions for a maximum charge for certain reusable carryout bags provided by a retail establishment; and generally relating to the better bag bill revisions.

 

Background

This bill establishes the Supplemental Nutrition Exemption for the Better Bag Bill enacted earlier this year. The Better Bag Bill provides that as of December 31, 2023, a retail establishment may not provide a plastic carryout bag to a customer and after December 31, 2023, with certain exceptions. Under this bill,  a retail establishment shall charge, collect and retain a maximum of 10 cents for each paper carryout bag and reusable carryout bag that it provides to a customer. This bill exempts customers who receive federal and state supplemental nutrition assistance from this charge. The bill also makes changes relating to references to reusable carryout bags in the pharmacy prescription, drive-through, and doggie bag exemptions.
