Background
On November 10, 2010, the U.S. Department of the Interior’s Bureau of Ocean Energy Management, Regulation and Enforcement issued a Request for Interest (RFI) in constructing wind turbines in federal waters of the State of Maryland’s Atlantic coast. Governor O’Malley in his February 3, 2011 State of State Address expressed his support for Maryland Offshore Wind Energy Act to create more renewable energy in Maryland and support the creation of green manufacturing, assembly and servicing jobs on the shore and waters of Maryland
