Title

A RESOLUTION CONCERNING SPENDING AFFORDABILITY LIMITS FOR THE WASHINGTON SUBURBAN SANITARY COMMISSION for the purpose of establishing spending control limits on the Fiscal Year 2021 Water and Sewer Operating and Capital Budgets of the Washington Suburban Sanitary Commission (WSSC).

 

Background

During the Fiscal Year 1994 Bi-County budget process, the Montgomery and Prince George's County Councils established a Bi-County Working Group to recommend changes that would control the growth of debt and maintain future rate increases at WSSC close to the level of inflation. The Working Group's January 1994 Report recommended the establishment of a spending affordability process. The Spending Affordability Working Group, consisting of the staffs of the Montgomery and Prince George's County Councils and both County Executive's offices, make certain recommendations on the WSSC Operating and Capital Budgets.  This resolution establishes the limits for Fiscal Year 2021.
