AN ACT CONCERNING FINANCE AND TAXATION - BUDGET AND AUDIT CONTROL - PROCEDURES - MULTIYEAR CONTRACTS for the purpose of providing specific procedural requirements for review and approval of certain multiyear personal service contracts and such other multiyear contracts exceeding a respective maximum aggregate amount, as required by Section 819 of the Charter for Prince George’s County, Maryland.
Background
As part of the November 7, 2006, General Election cycle, and pursuant to the County Council’s enactment of CB-74-2006, the qualified voters of the County approved a Charter Amendment requiring the Council to approve, by legislative act, certain multiyear contracts for personal services exceeding a maximum $100,000 aggregate per contractor, as well as all other multiyear contracts exceeding a maximum aggregate of $500,000. Thereafter, at the November 6, 2012, General Election Cycle, and pursuant to the Council’s enactment of CB-57-2012, the qualified voters of the County approved a Charter Amendment amending the approval requirements for multiyear contracts to require Council approval by Resolution after notice and public hearing. This bill amends the County budget procedures to set forth specific procedural requirements that will enhance transparency in public contracting, in accordance with Section 819 of the County Charter, and without disrupting the orderly progress of County business.
