AN ACT CONCERNING THE CLASSIFICATION PLAN FOR PRINCE GEORGE’S COUNTY for the purpose of amending certain class titles and grades, restructuring certain class series, and adding classes of work.
Background
This Bill is being submitted pursuant to Section 903 of Article IX of the Charter and Section 16-125 (a) of Subtitle 16 of the County Code. The legislation proposes to reclassify certain class titles and grades, restructure certain class series and add classes of work as a result of organizational studies conducted by the Office of Human Resources Management (OHRM). OHRM determined that the Security Officer, Electrician and the Heating, Ventilation and Air Conditioning Technician classes of work need to be reallocated to higher grades to be more competitive and support the County’s goal of attracting and retaining qualified applicants. Additionally, OHRM is recommending changes in two (2) class series titles for the Paralegal Assistant and Police Records Manager, to accurately reflect the positions. The Public Safety Emergency Call Taker I/II classifications are being added to the Deputy Sheriff’s Association collective bargaining unit to reflect the positions. As a result of a petition filed by AFSCME, Council 67, and a subsequent election, it is necessary to add the Call Center Representatives to the AFSCME collective bargaining unit. A second level is being created for the Animal Care Attendant class series, and the Animal Health Technician, Public Safety Audio and Visual Records Technician, Pilot-in-Command and Statistical Analyst classes are being added, as it has been determined that these are needed classes of work.
