A RESOLUTION CONCERNING CONTRACT APPROVALS for the purpose of approving a multi-year Memorandum of Understanding (MOU) to clearly allocate the County’s and Prince George’s County Public Schools’ (PGCPS) roles, rights and responsibilities with respect to funding and oversight for the PGCPS Public-Private Partnership for the design, construction, financing and maintenance of County Public Schools (Project).
Background
This Resolution certain provisions of Subtitle 16 of the County Code. Pursuant to Section 819 of the Charter for Prince George's County, Maryland, the County Council must approve, by resolution, all multi-year contracts exceeding an aggregate of five hundred thousand dollars ($500,000.00).
PGCPS issued Request for Qualifications No. DCP19-24, Public-Private Partnerships for the Design, Construction, Financing and Maintenance of Prince George’s County Public School Alternative Construction Financing Package 1 on May 30, 2019 (the RFQ). On July 15, 2019, potential bidders submitted Statements of Qualifications. On September 19, 2019, the Board of Education passed a resolution accepting the Chief Executive Officer’s recommendation to procure six to eight middle and/or K-8 schools as “Alternative Construction Financing Package 1” (ACF).
On November 20, 2019, PGCPS issued Request for Proposals No. DCP19-24A, Public-Private Partnerships for the Design, Construction, Financing, and Maintenance of Prince George’s County Public Schools Alternative Construction Financing Package 1 Schools (the RFP) to those respondents that were short-listed from the RFQ. PGCPS and the selection committee received three potential bids and the selected proponent was identified on September 28, 2020. The selected proponent under the RFP will enter into a public-private partnership agreement with PGCPS.
