Background

This bill is regarding alternative dispute resolution for common ownership communities. It provides for the elements of alternative dispute resolution, including: the exhaustion of administrative remedies; a request for relief from a stay; an acceptance of jurisdiction of complaints; the production of evidence; the mediation and dismissal before a hearing; a hearing panel;  an administrative hearing; and the settlement of disputes and assistance to parties.
