Title

A RESOLUTION CONCERNING SCHOOL FACILITIES SURCHARGE for the purpose of adjusting the school facilities surcharge for Fiscal Year 2024, beginning July 1, 2023, as required by State law.

 

Background

Pursuant to Section 10-192(b)(1)(B) of the Prince George’s County Code, for Fiscal Year 2005 and each succeeding fiscal year, the school facilities surcharge shall be adjusted for inflation in accordance with the Consumer Price Index for All Urban Consumers (CPI-U) for the preceding fiscal year for which the amount is being calculated.  The school facilities surcharge applies to all buildings unless it is exempted from this requirement under Section 10-192.01 or qualifies for a reduction in the school facilities surcharge.

 

The Consumer Price Index for All Urban Consumers (CPI-U) for April 2023, compared to April 2022, shows an increase of 4.9%.  The increase results in a surcharge of $540 above the Fiscal Year 2023 school facilities surcharge of $11,020 for permits issued for buildings between Interstate Highway 495 and the District of Columbia and for permits issued for buildings included within a basic plan or conceptual site plan that abuts an existing or planned mass transit rail station site operated by the Washington Metropolitan Area Transit Authority.  For permits for all other buildings, the increase in the CPI-U results in a surcharge increase of $926 above the Fiscal Year 2023 school facilities surcharge of $18,900.

 

For Fiscal Year 2024 the school facilities surcharge shall be $11,560 for permits issued for buildings located between Interstate Highway 495 and the District of Columbia; or included within a basic plan or conceptual site plan that abuts an existing or planned mass transit rail station site operated by the Washington Metropolitan Area Transit Authority.  For all other buildings, the surcharge for permits issued shall be $19,826.
