Title

AN ORDINANCE CONCERNING NONRESIDENTIAL AND MIXED - USE FORM AND DESIGN STANDARDS - DONATION CONTAINERS for the purpose of amending the Nonresidential and Mixed Use Form and Design Standards of the Zoning Ordinance to prohibit placement of donation boxes for collection of household and personal items on the exterior property areas and associated parking areas.

 

Background

This bill will add a new requirement in the design standards of the Zoning Ordinance for nonresidential and mixed-use development to prohibit the placement of freestanding "donation boxes" for collection of personal and household items for future collection, ostensibly for charitable purposes. The Council has been advised and observed that these temporary structures are not being monitored and emptied on a sufficiently reasonable basis. Consequently, the well-intentioned stream of citizen donations far exceeds container capacity, and result in accumulation of discarded items and other debris rendered refuse by exposure to the elements, creating a nuisance and contributing to blight in our communities.
